General (JAG) officers and a representative of the Navy Marine Corps Relief
Society testified that, based on their surveys of legal officers on bases
across the state, “it was unanimous” that auto sales and service
scams are the #1 source of consumer frauds facing troops and their families
stationed in California.
The officers noted that common scams involve excessively high-interest loans,
sales of so-called “certified” junkers, “yo-yo”
financing, and sales of high-priced add-ons of little value, such as extended
service contracts and high-cost insurance products, like GAP insurance.
Each of those problems would be addressed by passage of the Car Buyers Bill
of Rights initiative, now being qualified for the ballot in the next election.
