CARS Launches AB 1839 (Montanez)
The California Car Buyer’s Bill of Rights

Fed up with sour deals?

Contact your lawmakers and urge them to pass AB 1839 (Montanez),
a new legislative measure that will be the first in the nation to:

What is CARS? Shop Smart Report a Defect How Safe is Your Car? CARS Home Page

Create a 3-day “cooling off” period for used car buyers. If you were high-pressured into a bad deal, you will be able to return the car within 3 days and get a full refund, minus a reasonable offset for miles you drove the car.

Crack down on auto dealer kickbacks from lenders, and require dealers to disclose to you the best rate available from the lender and your credit score.

Curb the practice of “loan packing” exorbitantly-priced add-ons, such as “theft etching,” fabric protection, extended service contracts, credit insurance, “environmental package.” Require dealers to disclose the actual cost of those items over the life of the loan.

Create standards for “certified” used vehicles, requiring a qualified technician to perform the inspections, and prohibiting advertising or selling “gray market” autos, “salvage,” “lemon buybacks,” or odometer rollbacks as “certified” vehicles.

The politically well-connected auto dealers are working behind the scenes to try to kill AB 1839.

What can you do to help?

Contact your state lawmakers, and urge them to vote “aye” for AB 1839. Best of all, send them a very brief letter telling them about your experience and how you were treated. Be sure to include the bill number and the fact you want them to vote “aye.” Hand-written letters are fine. Letters are generally even more effective than e-mail.

Send your letter to:
