Numbers of cases arbitrated - California Department of Consumer Affairs Arbitration Certification Program. Numbers of new vehicles sold - New Motor Vehicle Board, except Saturn sales provided by Saturn. Figures were supplied to these agencies by the auto manufacturers themselves, who submit reports to the government. Data excludes motorcycles, diesel trucks and manufacturers selling fewer than 10,000 vehicles in California during 1999.

The index does not include the following auto manufacturers, who still fair to offer cretificed dispute resolution programs for their customers in California: Alfa Romeo, BMW, Daewoo, Daihatsu, Ferrari, Jaguar, Kia, Lexus, Lotus, Mazda, Mercedes Benz, Mitsubishi, Peugeot, Subaru, Suzuzi, Toyota, Volvo, Yugo. Certified programs are subject to oversight by the Department of Consumer Affairs Arbitration Certification Program.
